This issue is reprinted in Crisis on Multiple Earths Vol. 3.
Technically this is the second appearance of a reality called "Earth-X". The first was in Superman's Pal, Jimmy Olsen #93. To eliminate possible confusion, the Crisis on Infinite Earths: Absolute Edition classified the Jimmy Olsen reality Earth-X (One) and this reality Earth-X (Two).
First DC Comics appearance of the Black Condor, Doll Man, Human Bomb, Phantom Lady, Ray and Uncle Sam. First appearance of the characters banded together as the Freedom Fighters.
It is implied that they are natives to Earth-X but All-Star Squadron #50 showed they were the Earth-Two versions who traveled there.
